Exemption cases in the 2019 National High school graduation exam
According to the regulations of the Ministry of Education and Training, there are some cases that students are exempted from all exams of the 2019 National High School Exam.
According to that regulation, in order to be considered for a high school graduation and a base for University and College admission in 2019, it is compulsory for candidate who studied the high school program of general education to attend the National High School Exam which is organized by the Ministry of Education and Training and they must complete all required exams. However, there are some cases that students are exempted from all exams of the 2019 National High School Exam.

Specifically, there are 2 cases of exemptions from all national high school exams including: Candidates have taken the exam to select the national team for international or regional Olympic competitions and candidates with severe disabilities .
Candidates taking the exam to select the national team for the International or the regional Olympic competitions are exempt from the graduation exam if they meet the following conditions: To be called to in the second semester of 12th grade; ranked the year of 12th grade with good conduct, and good academic performance and named in the exemption list of the Ministry of Education and Training.
Candidates in the team participating in the International or regional Olympic competitions in science, technology, sports, arts and culture are exempted from all exams of the National High School Exam if they meet the following conditions: Be called to in the 2nd semester of 12th grade; ranked the year of 12th grade with conduct and academic performance from medium or higher; named in the official dispatch requesting exemption of examination and certifying attending the training and entrancing examination in accordance with the regulations of the selection agency and sending it to the Department of Education and Training before the National High School Exam Day.
For disabled students, the National High School Examination Regulations stipulates conditions for examinations of all tests in the consideration of graduating from High School for the following candidates: People suffering from particularly serious impairments and people suffering from serious impairments as prescribed in Clauses 1 and 2, Article 3 of Decree No. 28/2012 / ND-CP of April 10, 2012 of the Government; resistance war activists infected with chemical toxins reduced their working capacity by 61% or more; offspring of resistance activists infected with chemical toxins, themselves have reduced working capacity from 61% or more.
For the disabled individuals who follow the general education program, they must finish the High School program; meet the conditions for participation in the examination as prescribed in Clause 2, Article 12 of this Regulation; have a certificate of disability issued by a competent authority.
For the disabled individuals who do not meet the general education program: To be certified by the Principal of the high school where the candidate registers to study the results of the implementation of the Individual Education Plan each year at the High School level; have a certificate of disability issued by a competent authority.
For resistance war activists and offspring of resistance activists infected with chemical toxins, they must finish the High School program; meet the conditions for participation in the examination as prescribed in Clause 2, Article 12 of this Regulation;having a certificate of infection with the chemical toxins and have reduced working capacity of 61% or higher issued by a competent agency.
Candidates who are exempted from the 2019 National High School Graduation Exam prepare a complete application and submit it to the High School where they are studying to enjoy the priority.
