Central Appraisal Council evaluates and recognizes Hung Yen province completing the new rural development building tasks in 2020
On November 3, in Hanoi, Central Appraisal Council (CAC) evaluated and recognized Hung Yen province completing the new rural development tasks in 2020. Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development, Chairman of CAC chaired the meeting. The participants of Hung Yen province included: Mr. Nguyen Duy Hung, Deputy Secretary of Provincial Party Committee; Mr. Nguyen Van Phong, Chairman of Provincial People’s Committee, Head of Provincial steering committee of national target programs; Mr. Bui The Cu, Member of Provincial standing party committee, Head of Inspection Commission of Provincial Party Committee, Deputy Chairman of Provincial People’s Committee, Permanent deputy head of Provincial steering committee of national target programs; Mrs. Pham Thi Tuyen, Chairwoman of Provincial Party Committee’s Commission for Mas mobilization, Chairman of Provincial Vietnam Fatherland Front Committee; heads of provincial departments and branches.

Up till now, 100% of districts, towns and city of the province has been announced the recognition of the new-style rural areas or completion of building of new rural development tasks. Total expenditure for new rural development building realized in the province in the period of 2011-2020 is over VND 145 trillion. The look of provincial new rural development has changed comprehensively; people’s life has progressively enhanced. In 2020, GRDP per capita was VND 79.57 million; industry and construction sectors accounted for 61.5%, agriculture and fisheries sectors accounted for 9.65%, commerce and service sectors accounted for 28.85%; average income per capita in the rural areas reached VND 50 million (advanced by 4 times compared with 2011); poor household rate reduces to under 1.8%; average income per cropping hectare reaches VND 240 million. The province set the detailed goals for the period of 2021-2025 as followings: There are 55 to 60 communes recognized to meet advanced new-style rural area standards; 25 to 30 communes recognized as the typical new-style rural areas; 5 district units recognized as advanced new-style rural areas; 1 district unit recognized as the typical new-style rural area.
At the meeting, members of CAC praised the positive results Hung Yen province achieved in new rural development building, and asked the province to clarify some criteria such as: planning and orientation to raise income, building of the new-style rural area attaching with urban area building, collection and treatment of wastes, environmental hygiene.
Speaking at the meeting, Deputy Minister of Agriculture and Rural Development, Mr. Tran Thanh Nam acknowledged the results of the new-style rural area building in Hung Yen province. He emphasized that Hung Yen should foster production in order to raise income of rural people and ensure sustainable poverty reduction; pay attention to new rural development building, collection and treatment of wastes; ensure security and orders.
At the meeting, 100% of members of CAC agreed to submit the proposal to the Prime Minister to recognize Hung Yen province to complete the new rural development building tasks.
Speaking at the meeting, Mr. Nguyen Van Phong received opinions of CAC members. At the same time, he affirmed that Hung Yen province would continue to enhance the quality of the new rural development criteria and improve the material and spiritual life of rural people. He required departments, branches and relevant parties to closely cooperate with Central Coordination Office on New Rural Development and Central Appraisal Council to complete procedures and propose recognition of Hung Yen province completing the new rural development building tasks for the Prime Minister.
